Bill Payment Assistance

Clean water costs money and occasionally, the cost can be overwhelming for some of our neighbors. We recognize that families and individuals sometimes face financial hardships and need help paying for essential services like water. The Department of Watershed Management created the Care & Conserve fund to help those in need.

Care & Conserve is administered by Southeast Energy Assistance, a non-profit organization established to provide direct assistance to improve the living and housing conditions of low-income families through conservation programs. Care & Conserve was established to offer one-time financial assistance to ratepayers who are having difficulty paying a water and sewer bill. Care & Conserve takes the additional step of helping these customers prevent future high bills by providing assistance with plumbing problems and with the installation of water-saving devices.

Care & Conserve is funded through voluntary customer contributions, corporate donations and grant monies. The program benefits all City of Atlanta water and sewer customers by helping reduce the burden of outstanding debt on the system and by promoting the most efficient use of our water resources.

• All ratepayers could benefit if the City of Atlanta receives infrastructure-funding assistance like State grants, a municipal sales tax or federal funds. This would mean the City could reduce rate increases projected for 2005 through 2007.

• Seniors 65 years or older can apply for a 30% Low Income Senior Citizen Discount. Discount applies to the applicant’s primary address only. Seniors must be a City of Atlanta water and sewer customer and receive their bill directly from the City of Atlanta. Contact Bureau of Water Customer Service at 404-658-6500 for more information.

•The Low Income Senior Citizen Discount does not apply to any past due amounts or security surcharge.

• The Care & Conserve Program is a special fund to help low-income ratepayers with especially high bills. For more information on the Care & Conserve Program, call 404-885-1877.

• Your water bill will not show the breakout for the 3-tiered conservation rates that were applied to the CCF usage. Use the Easy Bill Calculator to understand how the rates were applied to your bill, or contact Customer Service for assistance.
