Establish Service

Welcome! The City of Atlanta Department of Watershed Management is pleased to provide you with water and sewer service for your home or business. Please read the following guidelines for establishing new service. To download and start your new water and sewer service form click here. Rental Customers — must apply in person at:

The following items are required for Rental Customers

(1) A completed new service application for water/sewer service

(2) A notarized lease agreement

(3) A required deposit of $80, (prices vary depending upon meter size) and an account establishment fee of $15

(4) A valid Government-issued ID (State issued ID, State issued Drivers license and or US Passport)


The following items are required for Property Owners

To start new water and sewer service, you may submit an online request to ATL311.com  Please provide:

(1) A completed New Service Application including your contact information;

(2) Copy of the Closing  Statement, Closing Disclosure (HUD), Settlement Statement (HUD-1) or Warranty Deed including the physical address of the property within the body of the document or Tax Information if name/address is not on the Deed; and,

(3) A legible copy of government issued identification in the applicant(s) name(s) such as a valid Driver's License or U. S Passport.


The following items are required if you are Property owner establishing new service for a business
(1) A completed New Service Application including your contact information;

(2) Copy of the Closing  Statement, Closing Disclosure (HUD), Settlement Statement (HUD-1) or Warranty Deed including the physical address of the property within the body of the document or Tax Information if name/address is not on the Deed; and,

(3) A legible copy of government issued identification in the applicant(s) name(s) such as a valid Driver's License or U. S Passport.

(4)A completed W-9 form

(5)A letter of authorization to establish water on company letterhead if you are not the owner of the business


Click on the Create Request button, complete the fields placing information that may assist with fulfilling your request in the Summary of Request box. Utilize the Attach New Files in the Attachments section to attach up to 3 acceptable file types (such as the Application, Closing/Settlement Statement or Deed, ID) followed by clicking on the Submit Request button to send in your request.


You also have the option of faxing your documentation to 404-221-9518. New customers will be charged a deposit of $80, (prices vary depending upon meter size) and an account establishment fee of $15 which you will see on your first service account bill.
