DWM Addresses Unconventional Rain Event That Caused Flooding Across Atlanta

 

ATLANTA – On Thursday, September 14, 2023, the City of Atlanta experienced a heavy rain event that originated in the northwest region, resulting in a substantial amount of rainfall in a very brief period. Consequently, some areas experienced isolated flooding as the storm gradually progressed towards the southeast, impacting certain parts of southeast Atlanta. 

Preliminary data indicates that certain parts of downtown Atlanta, including the Atlanta University Center and the Peoplestown community, experienced as much rainfall in 15 minutes as typically would be seen in a three-hour span. Stormwater systems are designed to manage flows for 70% of normal storm events. Yesterday’s storm mirrored an event with a five percent chance of taking place. Although some locales may still be dealing with water accumulation, the majority have observed a decrease in flood waters. 

This slow-moving storm cell took place over a three-hour period and dumped a significant amount of rainfall. The Department of Watershed Management (DWM) consistently monitors weather patterns and rainfall amounts to understand their effects on the stormwater system. DWM has made and is continuing to make investments in its collection and stormwater systems. We are implementing specific projects as solutions to reduce flooding and enhance protection against these extreme weather conditions, which are becoming more frequent due to climate change. 

DWM will visit several areas that experienced significant flooding, assess conditions, and inspect assets within those locations. As part of an ongoing, proactive approach to inclement weather, DWM crews consistently remove debris and sediment from stormwater catch basins and inlet structures in flood-prone areas. These measures enhance the performance of the stormwater system and safeguards the welfare of both public and private properties. 

A percentage of Municipal Option Sales Tax (MOST) revenues are allocated to address stormwater management across the city. The Department is currently evaluating the feasibility and approach for a Stormwater Utility, while considering affordability. The Stormwater Utility will allow the City to address system capacity and localized flooding under normal rain events. However, this will not entirely eliminate flooding generated by similar extreme rain events.
